Statutory and Regulatory Waivers

The U.S. Department of Housing and Urban Development (HUD) has established waivers and flexibilities to provide relief to Public Housing Agencies (PHAs) in response to the COVID-19 pandemic. These waivers and flexibilities were first introduced on April 10, 2020 and were recently extended on July 2, 2020.

Johnstown Housing Authority has chosen to implement the following program waivers:

Housing Choice Voucher Program - “Term of Voucher - Extension of Term” -
HUD is waiving the requirement that the extension(s) must be in accordance with the PHA’s Administrative Plan. The Housing Authority implemented this waiver beginning May 6, 2020 and will continue to do so until such time that the Authority can revert back to its process as stated in our Administrative Plan or July 31, 2020, whichever comes first. If HUD should extend the period of availability past the current date of July 31, 2020, if necessary, the JHA will continue to utilize the waiver.

Uniform financial reporting standards; Filing of financial reports; Reporting Compliance Date -
HUD is waiving the uniform financial reporting standards (UFRS) and is providing alternative requirements for PHAs. PHAs with a FYE of December 31, 2019 (applicable to JHA) and a deadline to submit audited financial information has been extended to March 31, 2021. Normal due date is September 30, 2020. This waiver was implemented the day it was adopted by the Board, on May 27, 2020. We are not required to keep the waiver/alternative requirement in-place if we can meet the normal submission date. If the normal due date of September 30, 2020 is met, this waiver will be null and void at that time.
