How Does The Shutdown Affect
Johnstown Housing Authority?

Operations described below will be adjusted as necessary, if funding is not provided during an extended shutdown.



General
Operations
  • JHA remains open normal hours, 8:00-12:00 & 1:00-4:00 Monday-Friday.




Funding

  • JHA traditionally receives funding from HUD at the beginning of every month, on the 1st if it is a normal weekday.

  • Funding arrived as usual on October 1, 2025 for Public Housing Operations, Section 8 Admin Fees and Landlord Housing Assistance Payments (HAP).

  • Future funding availability may be limited due to lack of HUD reserves and/or presence of HUD staff to process funding.

  • JHA retains limited financial reserves for certain eligible uses such as general operations and payroll.



Employees

  • All JHA employees are working as usual and being paid on time.



Public
Housing

  • Community Management Offices are open and Maintenance Personnel are available as usual.




Section 8

  • If Voucher HAP funding arrives as normal, it will be received by JHA on 11/3/2025 and processed the same day for direct deposits to landlords on 11/4/2025 and manual checks issued as needed.

  • If sufficient Voucher HAP funding does not arrive at the beginning of the month, JHA may not be able to process regular payments to participating landlords until such funding becomes available. Even when expected, actual funding amounts received may be different than what is communicated by HUD.

    • Standard communication from HUD to JHA indicates that full HAP subsidy will arrive for November AND December.

    • Current information from NAHRO (see below) indicates that housing authorities will receive full HAP funding for November and December.
